The Govt. of
India
has enacted Energy
Conservation Act-2001 with the objective to provide a regulatory
framework for formulation and implementation of Energy Conservation
strategy in the country for efficient use of energy. This act has
come into force with effect from
01-03-2002
.
The Govt. of Haryana has designated the Department of
Renewable Energy as the
Designated Agency to co-ordinate, regulate and enforce the provision
of the said Act in the State of
Haryana
. The Haryana Government
has identified energy conservation as one of the thrust areas and
many initiatives have been taken in this regard.
The Government of Haryana
has issued a comprehensive notification vide Haryana Govt. Gazette
(extra ordinary) No.22/52/2005-5P dated 29.7.2005 for adoption of
various energy conservation measures namely, mandatory use of solar
water heating systems, Compact Fluorescent Lamp (CFL) & T-5 28 W
energy efficient tube lights in Govt. buildings/ Govt. Aided
Institutions/ Boards/ Corporations, Use of ISI marked Motor Pump
sets and accessories and promotion of Energy Efficient Building
Design in Govt. / Govt. Aided Sector.
In order to monitor the implementation of above said energy
conservation measures as well as of the Energy Conservation Act,
2001, a State Level Monitoring Committee consisting of following
members has been constituted:

Brief
Summary of the action taken so far;
1.
Haryana is one of the first States in the country to adopt
comprehensive energy conservation measures to conserve electricity
in domestic, commercial, industrial & agriculture sectors. This
notification dated 29.07.2005 has been appreciated by Secretary
Ministry of Power, GOI vide his DO letter dated
26-08-2005
and circulated it to all other states
for enacting similar notifications.
2.
The use of solar water heating systems and, ISI marked
motors/pump sets have been made mandatory by way of a Govt. Gazette
Notification. Rate Contract of Solar Water Heating Systems have been
finalised by the SHPPC and the same has been issued vide no. HAREDA/
2006-07/4059-63 dated
21-12-2006
.

A new scheme on Energy Audit of Government
buildings has
also been launched to
carry out energy audit
in Govt. buildings of various
Departments/Corporations
of the State
Govt. During the current
year, an Energy Audit of
10 Govt. buildings has
been completed. These buildings are

The State Government has also decided that all the new
buildings to be constructed after 30th June, 2006 in
Government/ Government aided sector, will incorporate energy
efficient building design concepts including renewable energy
technologies To encourage incorporation of Energy Efficient building
features in Govt. buildings, HAREDA has decided to modify the
building plans of following six types of Govt. Buildings :
i.
Mini Sectt. Complexes
ii.
Community Health Centres.
iii.
Primary Health Centres
iv.
SDO Civil office complexes
v.
Type IV (1220 sq. ft. houses)
vi.
Community centres of HUDA
5.
To conserve electricity, use of energy efficient Compact
Fluorescent Lamps (CFLs) and T-5 28 W tubelights has been made
mandatory in Govt. /Govt. aided institutions/boards/corporation
buildings. For the first time, Rate Contracts have also been
finalised for these items and circulated to all Govt. departments.

Use of ISI marked motor/pump sets, power capacitors, foot/
reflex valves has been made mandatory in the agriculture sector.
7.
A new scheme has been introduced to conserving energy in
Agriculture sector . Under this scheme 50 % of the cost difference
between non-ISI and ISI marked motor pumpsets is provided as subsidy
to the farmers for buying ISI mark motors/ pumpsets while taking new
power connections. Last year financial target of Rs. 24.00 lac was
released to 1530 farmers. This year an amount of Rs. 40.00 lac is
being spent for providing incentive at the rate of Rs. 400 per HP of
motor for using ISI motors, footvalve and capacitors
purchased by the farmer on new connection or in cases of
sanction of increased load, so as to cover 10,000 HP with tentative
target to cover 1100 no. of farmers, keeping
the maximum limit
of subsidy per farmer/ pumpset to Rs. 5000/- during the year
2006-07.
8.
A scheme on creating awareness through energy fairs, essay
competitions, energy runs, quiz contests and publicity campaigns
through print and electronic media throughout the State.
9.
On the occasion of National Energy Conservation Day Poster
making competition, Slogan writing competition and Declamation
contest on Energy conservation has been organised for school
students studying from 5th to 12th standards
in all districts of the state and the winners were awarded
in the functions at district level.
10. The State Govt. has constituted
awards for excellence in Energy Conservation & Management.
Haryana is the second state after
Maharashtra
state to launch state
awards for excellence in Energy Conservation and Management. These
awards will be given to the H.T.consumers, L.T. consumers and Govt.
buildings categories. The State Awards amount ranges from
Rs.25,000/- to Rs.1.00 lacs as per the details given below:-
