  NEW ENERGY CONSERVATION MEASURES DECLARED BY THE HARYANA GOVT.

            The demand  for energy is ever increasing.  Despite increase in the power generation capacity, power shortage in the State continues to persist. This gap can be supplemented by adopting various energy conservation measures and utilizing new and renewable sources of energy. There is  immense potential for conservation of electricity and other conventional fuels with consequent environmental benefits. Vide its gazette (extraordinary) no. 22/52/2005-SP dated 29-07-2005,the State Government have decided to adopt following energy conservation measures in the State:

              Mandatory use of Solar Water Heating System

   Solar water heating is the most economic and technically  viable option for meeting hot water requirements. A solar water heater  of 100 liter per day capacity  saves about 2200 units of electricity  annually. Keeping this in view, the use of Solar Water Heating Systems has been made mandatory in the following categories of buildings:

 

                  Industries where hot water is required for processing.

                     Hospitals and nursing homes including Govt. Hospitals.

                   Hotels, Motels and Banquet Halls.

                   Jail Barracks, Canteens.

                   Housing Complexes set up by Group Housing Societies and Housing Boards.

                     All residential buildings on a plot of size 500 sq.yds. and above following within the limits of Municipal Committees/Corporations and HUDA sectors.

                     All Govt. buildings, residential Schools and Educational Colleges, Hostels, Technical/Vocational Education Institutes, DIETs, Tourism Complexes and Universities.

  NODAL AGENCY

             HAREDA has been declared as an approved source for supply and installation of solar water heating systems in the State to ensure the installation of optimally design quality systems as per the specifications. All the departments engaged in urban development and construction activities will amend their rules/bye-laws making the use of solar water heating systems mandatory in the above categories of buildings.

 

        Promotion of Compact Fluorescent Lamps in Govt. buildings/Govt. Aided Institutions/Boards/Corporations.

              Compact fluorescent lamp is an energy efficient device which saves about 80% of the electricity when compared with a conventional bulb giving the same output. The use of new incandescent lamp in all new buildings/institutions constructed in Govt. sector/Govt. Aided sector/Board and Corporation/Autonomous bodies has been banned.It has been made mandatory that all the defective incandescent lamps when require replacement, thus it should be replaced by compact fluorescent lamp (CFL) only.

   

              Promotion of ISI marked Motors, Power capacitor, Foot/Reflex valves in
              Agriculture sector

              About 35% of the total power generated in the State consumed in running of electrically operated pump sets in the agriculture sector.  Most farmers use inefficient non ISI marked pump sets which consume more electricity and deliver less output. There is a potential of about 25% to 35% improvement in the efficiency of these pump sets by affecting minor/major rectification and shifting to ISI marked pumps.  It has been decided to promote the use of ISI marked pump, power capacitor, foot/reflex valves in the State to save electricity consumption in the agriculture sector and the use of ISI marked pumps and accessories has been made mandatory for all new tubewell connections.

 

           Promotion of Energy Efficient Building Design

  A large portion of the energy is consumed in buildings to make them comfortable like space cooling, space heating, air circulation and for lighting etc. This has imposed an immense  pressure on our dwindling energy sources and other vital resources like water, thus aggravating the already rampant process of environmental  degradation.

 

            All the new buildings to be constructed in the Govt./Govt. Aided sector will be based on energy efficient design, incorporating energy efficient design and Renewable Energy Technology devices with effect from 30.6.06. Architecture Deptt. will ensure the incorporation of energy efficient design and Renewable Energy Technology devices in all the future buildings to be constructed in the Govt./Govt. Aided sector.
