ENERGY
CONSERVATION ACT-2001
The
Govt. of Haryana has issued a comprehensive notification vide
Haryana Govt. Gazette (extra ordinary ) No. 22/52/ 2005-5P dated
29.7.05 for adoption of
various energy conservation measures namely, mandatory use of solar
water heating systems, compact flourescent lamp (CFL) in Govt.
buildings/Govt. Aided Institutions/Boards/Corporations, Use of ISI
marked motor pump sets & accessories and promotion of energy
efficient building design in Govt /Govt. Aided Sector.
In order to monitor the implementation of above said energy
conservation measures as well as of the Energy Conservation Act,
2001, the Haryana Govt. has notified a State Level Monitoring
Committee under the Chairmanship
of Chief Secretary, Haryana vide Notification No. 22/52/2005-5P(RE)
dated 31.10.05. Secretaries of the Revenue Deptt., Agriculture Deptt.,
Public Works & Architecture Deptt., Cooperation Deptt., Health
Deptt., Urban Development Deptt., Power Deptt., Education Deptt.,
Renewable Energy Deptt., Panchayats & Rural Development Deptt.,
Industries Deptt., Town & Country Planning Deptt., Public
Relations Deptt., Environment Deptt. are other members of the
Committee. Director, Renewable Energy Deptt., Haryana is the Member
Secretary/Convenor of the Committee.
The
committee will undertake periodic review of the implementation of
various energy conservation measures as stipulated in the
above-referred notification and Energy Conservation Act, 2001

EFFICIENT & SOLAR PASSIVE
BUILDING DESIGN
Buildings,
as they are designed today, contribute to serious energy and
environmental problems
because of excessive consumption of resources (energy, water, land)
by them during both the construction phase and use. Studies show
that residential and commercial sectors in India together account
for 25% of the country’s total electricity consumption, a major
portion of which is used in buildings. Energy Efficient Solar
Buildings are the need of the hour and solar passive architecture
needs to be integrated into the planning and design process of all
buildings.
The
Haryana Renewable Energy Development Agency (HAREDA) organized a
Regional Workshop on Energy Efficient and Solar Passive Building
Design in Chandigarh on 21st October, 2005 in
collaboration with Ministry of Non-Conventional Energy Sources(MNES),
Govt. of India with an objective to create awareness on these
issues. The
Workshop was inaugurated by Sh.S.C.Chaudhary, Financial Commissioner
& Principal Secretary to Govt. of Haryana, Renewable Energy
Department & Chairman, HAREDA and the valedictory address was
delivered by Sh.Samir Mathur, Commissioner & Secretary to Govt.
of Haryana, Environment Department and Chairman, Haryana Pollution
Control Board. Smt. Sumita Misra,
Director, Renewable Energy Department & HAREDA welcomed
the participants and gave a presentation on various Energy
Conservation Activities initiated by the Department/HAREDA.
Dr. Ajit K.Gupta, Advisor, MNES/GOI also graced the occasion
by his presence. Prof.
Arvind Krishan, School of Planning & Architecture,New Delhi
delivered the Keynote address. Dr.A.K.Singhal, Director, MNES/GOI,
Dr. Vinod Gupta, Space Design Consultants, New Delhi, Ms. Mili
Majumdar, Fellow, The Energy & Resources Institute, New Delhi,
Dr.S.S.Chandel, PSO, HP State Science & Technology Council,
Shimla, Sh. Khalid Nadim, Tata BP Solar India Ltd., New Delhi, Sh.
S.P.Mayabhate, General Manager, Maharashtra Energy Development
Agency, Pune, Sh. Deepak Gahlot, Coordinator, Confederation of
Constructions Products & Services, New Delhi and Sh. Sidharth
Wig, Practicing Architect from Panchkula participated as experts.
The Workshop was attended by about 140 participants.
